Contingency planning for the Asse II mine

Statement by the German Commission on Radiological Protection

Abstract

With its letter of 24 July 2012 the Federal Environment Ministry (BMU) requested the ESK and the SSK to review the plans of the Federal Office for Radiation Protection (BfS) for carrying out contingency and precautionary measures for the Asse II mine and other documents on this topic, taking particular account of assessing the effectiveness of contingency and precautionary measures with regard to reducing potential radiation exposure following an unmanageable influx of solution.

In a joint statement the Commissions assess the BfS contingency planning for the Asse II mine. They analyse the current situation at the mine (especially the rock-mechanical state of the pit and possible development of solution influx from surface rock) and describe the BfS contingency plan. In their assessment, the Commissions make recommendations on the following points:

  • Necessity and priority of maintaining fitness for use
  • Precautionary and contingency measures (detailed planning of contingency measures, drawing up of contingency scenarios, classification of precautionary and contingency measures)
  • Contingency plan and contingency organisation
  • Criteria for determining an emergency
  • Tackling administrative problems
  • Prioritisation and immediate implementation of precautionary measures
  • Influence of fact-finding on emergency preparedness
  • Planning and preparation of retrieval.
